Floating Regional Property Manager

Pennrose Management is looking for a Floating Regional Property Manager for our New Jersey region.

This position is responsible for supervising associates and overseeing the physical maintenance of properties within assigned portfolio.

Job Duties
The duties listed below are not meant to be all inclusive, and Pennrose Management Company reserves the right to add, alter, or delete duties, with or without notice:

• Conducts regular visits to properties within portfolio to assess growth and areas of development
• Analyzes specific problems, advises on solutions, and monitors outcomes
• Assists in the preparation of the annual operating budget, reviews monthly operating reports, and completes monthly forecasts and variance reports. Conducts periodic audits of petty cash
• Reviews and approves all expenditures per stipulated amount
• Ensures all property-related marketing and advertising campaigns are aligned with the Director of Marketing’s strategic vision
• Works with Maintenance Specialist and Maintenance Superintendent to provide oversight to all maintenance functions, including the development and monitoring of preventative maintenance programs
• Collaborates with Maintenance Specialist to evaluate contracts. Provides recommendations to appropriate Director(s)
• Assists property associates with the development and implementation of residential programming. Ensures programs are aligned with Supportive Services’ mission and are compliant with regulatory guidelines
• Directs Property Manager to appropriate agencies for resolving challenging resident issues (e.g. drug intervention, nursing home placement, etc.)
• Oversees the coordination of resident programs with outside agencies
• Collaborates with Compliance Department to ensure compliance with tax credit programs
• Acts as liaison between Regional Vice President and Property Managers
• Serves as initial contact to oversight agencies
• Evaluates associates’ performance, including the completion of annual performance reviews. Works with Human Resources Department on staffing needs and employee relations
• Assesses training needs of property associates and works with Director of Training to ensure delivery of programs
• Establishes tone for portfolio
• Monitors performance of portfolio incentive program goals on a quarterly basis
• Completes annual management audit of all assigned properties within portfolio
• Evaluates on-going leasing office operations to ensure compliance with policies and guidelines
• Monitors apartment turnover to ensure vacancies are filled as quickly as possible
• Advises and assists Property Manager with evictions
• Conducts appeal hearings for applicants who were not approved
• Meets with associates or residents to address conflicts and mediate disputes
• Participates in annual unit inspections. Reviews reports and reconciliations
• Leads weekly staff meetings and participates in management meetings with executive team members and owners
• Attends all meetings or inspections with owners, investors, and government agencies
• Participates in pertinent meetings involving building/property concerns
• Completes and reviews all required reports
• Maintains a strict adherence to an invoice approval limit of no more than $5,000




Requirements
Education/Training
• High School Diploma required
• Bachelors degree preferred

Experience
• 3 or more years experience in multi-family property management
• 2 or more years experience as a Property Manager in a multi-family environment
• Managed a minimum of 1,000 units
• Experience with affordable housing, Low-Income Tax Credit, and Hope 6 preferred

Knowledge, Skills, and Abilities
• Proficiency in Microsoft Office, including Word, Excel, and Outlook
• Excellent customer service skills
• Demonstrated budgeting skills and the ability to read and analyze profit and loss reports
• Ability to perform in a busy, changing, multi-tasking work environment
• Requires ability to physically inspect property (or properties) and individual units
• Requires a valid driver’s license and the ability to travel to multiple properties
• Requires ability to read, speak, and comprehend the English language
